Justin Butow

Founder/Vice President

Justin is an ordained minister, certified life coach, and Co-Founder/Vice President of Singing Feather Ministries. He carries the Father’s heart specifically for young adults and is gifted in mentoring and discipleship as well as leading worship and teaching. One of his greatest passions is to see the church functioning in a true community in a way that is safe and welcoming for all, regardless of their struggles or background. He loves applying his 25+ years of experience in the trades to building, maintenance, and improvement projects within a ministry context. He and his wife, Cindy have been marred for 33 years, have 2 adult children and a son-in-law. They live in Redding, Ca.

Cindy Butow

Founder/President

Cindy is an ordained minister, certified life coach and Founder/President of Singing Feather Ministries. She teaches nationally on the importance of understanding the role of Prophetic Intercession that promotes deep, intimate relationships with God, and miraculous interactions with those who do not yet know Him. Cindy feels a strong conviction to share the true history of our nation regarding Native Americans, and to stir hearts to partner with God in making the crooked things straight again through prayer, worship, and service. Cindy desires to inspire the body of Christ to pursue a personal relationship with God, full of encounter, conviction, and revelatory insight into His heart, will, and purposes. Cindy was honored to receive the 2025 Cynthia Ann Parker award for a non-native woman serving tribal communities from She Leads Native America.

Rachelle has served on the board of directors since 2017. Born and raised in California, Rachelle has been involved in several ministry expressions, including Singing Feather Ministries throughout her teenage years and into her early adulthood, where her ministry reached beyond the United States, expanding abroad to nations within the Caribbean, Europe, and Africa. She was a full-time volunteer missionary with a nonprofit organization from 2013-2023, and recently joined the corporate workforce as a Recruiting Operations Lead for Labelbox Inc.

She remains an active supporter and advocate for Natives. She and her husband Ezekiel live in Carmel, Indiana where Ezekiel works full time at Eiteljorg Museum of American Indians and Western Art.

Levi Tillie

Director

Levi has served on the board of directors since 2017. He and His wife, Ruth, have been financial partners of Singing Feather Ministries for many years.

He has over 20 years of experience as a technology manager at a major financial institution. He uses his background to provide practical solutions that help advance the mission of the ministry. A lifelong Californian, Levi has a deep appreciation for Native American history and a strong interest in supporting Native communities. He and Ruth have been married for over 30 years and have raised two adult children, both born and raised in California. Levi and Ruth currently reside in Livermore, Ca.

Tom Streeter

Secretary

Tom Streeter has served as Secretary on the board of directors since November 2011. He has a love for Native Americans, especially since he has ancestry from the Shasta Tribe of Northern California. He and his wife Terry, love Singing Feather Ministries and have been regular financial supporters since the beginning.

Tom has served in several ministries since he first gave his life to Jesus at 19 years old.

Professionally, he worked in software development for 40 years, with 26 of those years focused in the health care industry. He is now retired. He and Terry live in Jacksonville, FL.

Terry Streeter

Director

Terry is a prophetic intercessor, and passionate follower of Jesus with a calling to inspire others to dive further and deeper into their relationship with Christ.

Terry, along with her husband, Tom, served for 30 years as elders and leaders at Sanctuary Church in Concord, California. They have also served as Campus Pastors for Infusion School of Supernatural Ministry. In addition, she has served on various other ministries throughout the years.

Terry and Tom now live in Florida and are abundantly blessed to have four married children and 12 wonderful grandchildren.

Charley Peters

Director

Charley is an enrolled citizen of the Guideville Rancheria of California. He is also a descendant of the Yokayo Tribe and has called the Yokayo Reservation home for the entirety of his life.

His current profession is in tribal vocational rehabilitation as Outreach Coordinator and Counselor for the past 3 years. This work includes serving over 22 local tribal nations in 3 counties in Northern California. In addition, he is currently serving as a board delegate at a local tribal health clinic. Charley is a graduate of Cal Poly Humbolt University with a bachelor’s degree in Native American Studies and Social Work. He is currently finishing his master’s degree in social work and will graduate in the spring of 2026.  

Charley’s heart is to serve his local Pomo tribal communities with this education, continuing to do his part in supporting his people in resiliency, healing, advocacy and traditional culture.

Michael Johanning

Director

Michael is a brother and a friend to all of us here at Singing Feather Ministries. Born and raised on the White Mountain Apache Reservation in Arizona, he is all too familiar with the pain and difficulties that are found on many of our reservations throughout America. He also understands the beauty of a people who celebrate community and culture through tradition and ceremony. 

Michael has been involved in several ministry expressions over the years and has traveled all over the US. He has a unique perspective on how some ministries can bring much needed healing, while others can reinforce deep generational wounds.

We value Michael’s presence on our board as a voice of wisdom and deep insight, as well as a promoter of compassion and lasting change for his people and others who have walked a similar road as he.
